Taxi fares in Tijuana depend heavily on which type of cab you take. The white Libre taxis run on taximeters, though many drivers quote a fixed price before the trip instead of switching the meter on. Yellow economic border taxis and the green airport cabs do not use meters and charge fixed zone-based rates set by regulation.

Airport taxis use fixed fares purchased at a ticket booth just outside the arrivals hall, so the price is set before boarding. Most cabs accept cash only, and paying in pesos is generally cheaper than in dollars. Because fares vary by taxi type and driver negotiation, a typical short city ride can differ noticeably between a metered Libre taxi and a fixed-fare airport or border cab.

Tijuana's taxi fleet is split among several real operators, including Taxis Libres de Tijuana, Sitio de Taxis Macroplaza, Taxi Tel Tijuana, and airport-authorized services such as SAAT, TTA and Transportes Tijuana. Libre taxis are white sedans with a colored logo, while economic border taxis are yellow and airport taxis are white with green logos.

At General Abelardo L. Rodriguez International Airport, only the airport union taxis may collect passengers, and riders pay at the in-terminal booth for set fares. Popular routes include the airport to Zona Centro, the Otay Mesa border crossing, Rosarito and Ensenada. Ride-hailing apps like Uber, inDrive, Didi and Eiby are also widely used across the city.
